Laying the Wreath was Major General Allan M. Pepin, Commander of Joint Task Force - National Capital Region and The U.S. Army Military District of Washington in collaboration with the United States Secret Service.

​Neither the audio or the video in this impromptu capture do justice to the experience, but I still wanted to share as I am at Arlington a great deal and this is the first time I have seen this ceremony. You can tell by the wiggly 8th grader in front of me that this moment was caught while I was working. 😆​
